TLDR : Answer Summary
When applying for a visa online in Thailand, the application fee must be paid at the time of application submission, not after visa approval. This fee covers the processing of the application and is non-refundable, even if the visa is denied. It is crucial to ensure all information is accurate when submitting the application, as no changes can be made post-submission.

The fee is for the processing, not for the visa, meaning that there are non refunds even if it's not approved.

You pay and then your application is processed to analyse if visa can be granted or not.

You pay when applying. It's the last step of the application after you complete all the other fields and upload your documents.

Anonymous participant Nope. If rejected or canceled, your application is finished. Nothing else to do with it and you lose the application fee. You can always try to start over and reapply

Anonymous participant No. And no refunds whatsoever. Even if you fat finger and misspell your name be a single letter the application will be rejected and you will lose the application fee. So be very careful.

Anonymous participant there are no refunds. I dont believe it was possible to change details after submitting the application. Sometimes they ask for more information like additional documents. Its important to triple check everything. People often get rejected and they don't say why.
