My mother had been on a tourist visa before she applied for the retirement visa. She have got her passport back with these stamps. What is the earliest date she can apply for the extension? 21 Jun plus 60 days = 20 August ?

TLDR : Answer Summary
The earliest date for your mother to apply for her retirement visa extension is after August 19th, based on the current stamp expiration of September 18th. Various comments suggest that some immigration offices may allow applications 30 to 45 days prior to the expiration date. It's recommended to check with the Ubon Ratchathani Immigration office for their specific policies.

Andrei Duzhenko Unless I'm mistaken the immigration office in Ubon will let you do an extension when you have 30 days or less left on the current stamp WHICH as people pointed out is good until Sept 18 so any time AFTER Friday Aug 19th OR as Robert said Monday the 22nd would be the soonest she could go

Some immigrations accept 45 days before expiration date. Ask Ubon Ratchathani immigration.

The best is to check with the Ubon Ratchathani Immigration office How many days earlier they would accept the application. It's rather 18 September minus 30 days.

I would say Monday 22 August.
