TLDR : Answer Summary
A US passport holder traveling from Laos to Thailand via the Nong Khai border may face re-entry challenges if they have exhausted their visa exempt entries. Many commenters suggest that it is necessary to fly back into Thailand rather than using land borders. Safe entry agencies can assist with the re-entry process, particularly for those who have previously border-bounced. An alternative to border crossing is obtaining a proper tourist visa in advance.
Can’t come back in by bus means he has to fly back in. Visa agents can arrange Safe Entry it’ll cost around 3,000bht to get you back in thru a priority lane, no questions asked. Once you’ve booked a flight you send deets to said agent and transfer fee.
There's lots of border bounce agents, but all the ones I know are ones you need to book while you are in Thailand so they can pre-clear you for the border. I don't know of any that will take someone that is already out of Thailand and bring them back in.
He might have to fly back into Thailand, and possibly use a safe entry agent at the airport if he's bounced enough to get denied at the border.
It doesn't matter what passport he has. It matters with how many times he has entered Thailand visa exempt, taken the 30 day extension, and how long he has stayed out of Thailand visiting other countries. Do his entries show a pattern of being an actual tourist, or someone trying to stay long term in Thailand on visa exempt entries.
He will need to fly back to Thailand. I assume he's used up his visa exempt entitlement so I'd also suggest he uses a safe entry service in bangkok to enter
