What should I know about the eVisa application process in Thailand, especially regarding delays?

A couple of days ago I posted about my friend's evisa issues. He applied with only 11 business days due to technical difficulties paying their fee. Fwiw he was also delayed due to slow receipt of new US passport.

Well he lucked out with 11 hours to flight and got the visa from the LA office.
