What happens if my METV is not issued before I leave my country. Can I enter on exempt and then use METV when issued while in Thailand?

This actually happens quite a lot.

It's totally okay to enter on visa exempt and when you get the email PDF of the visa just print it, exit/re-enter the country to activate an entry on that visa

Ok thanks. Now my next question might be ambiguous. Is ok to apply for METV day before I leave my country so that I get optimum use of the visa?

that's definitely not the best way because you're going to waste 30-60 days of the visa because you'll have entered the country without it and the 6 months validity of the visa start the day it's issued.

You also risk losing the entire fee for the visa when they see your flight is the next day and possibly reject it because you applied too late.
