TLDR : Answer Summary
If your children's passports issued under your DTV are lost while outside Thailand, you should first report the loss to the police and obtain a copy of their report. After that, you will need to apply for new passports for your children. Once you receive the new passports, you can also consider making laminated copies for safety.

Once you have a new passport you can get laminated cards made at a Kodak store. You dont need to carry them around here. Good luck.

they make a ID size photo copy of your passport and stamp. Place them back to back. It looks like a driver's license size passport.
