TLDR : Answer Summary
If you've issued a tracking visa for your kids and their passports have been lost while you are outside Thailand, the first step you should take is to report the loss to the police and obtain a copy of the police report. After that, you can apply for new passports for your children. Once you receive the new passports, consider getting laminated cards for identification, which can be made at Kodak stores.

Once you have a new passport you can get laminated cards made at a Kodak store. You dont need to carry them around here. Good luck.

show the police report and the new passport when entering Thailand and then visit immigration office to get the old passport annotated in the new one would be my guess but it's just a guess
