Just sent my paperwork for an OA and COE. Does the Embassy let you know the progress? Or do they just send you a note if there is an issue? I'm assuming they would use email?

I'm assuming you filled out the application online and then sent the documents in after they e-mailed you asking to do so?
For me that email said step

Then the next email came after they received my documents and issued my visa and it stated step

and it included a link in the e-mail to go back into your original application, change your answer to the question if you have a visa from no, to yes, then upload that visa to your applcation.
Uploading the visa after you receive it is step 3, and then you just wait for the COE.

Yes. I was unaware of that online site, but I followed the directions to a T. I've been planning this for many years. Covid delayed it by 6 months.

Maybe i messed up? I see nothing about an online application?
Utilize the link I sent. I don't see any harm if you already sent in your documents, you're just jumping ahead in the process. But they will still need you to submit your online application and upload documents so they have an application to associate with your documents once received.
