I just arrived a hour or so ago (October 31) in Bangkok with my non imm o-a multi entry visa that I purchased back in June. Things worked exactly as they have the past seven years - no questions, virtually no conversation and the Immigration officer stamped me in for another year.
It was interesting in that was the first time ever someone was there checking the baggage claim tickets. We have never, ever had anyone express any interest in our many prior visits.

TLDR : Answer Summary
An expat recently arrived in Bangkok with a non-immigrant O-A multi-entry visa and experienced a smooth immigration process, similar to their previous visits. However, there were new checks on baggage claim tickets, which had not been enforced in past visits. This prompted discussions among other expats regarding compulsory health insurance, new baggage x-ray rules for foreigners, and overall immigration experiences.

When I returned from the United States they x-rayed all of my suitcases. They did not x-ray all of the Thai people. Only me as a foreigner. There was a new rule that went into effect October 1st of 2019. It stated that they were going to check an x-ray Foreigner bags. Thai government stated that foreigners were bringing in who many new items over 20,000 Baht and they were wanting them to pay import and/or vat tax
