TLDR : Answer Summary
Penny, a Thai female returning from Australia with her husband, inquires about long-term visa options for him while in Thailand. Community responses suggest that he can apply for a Non Immigrant O Visa based on their marriage. It can be obtained through Thai consulates in Australia or local immigration offices in Thailand, with certain procedures outlined.

Not sure why you have to travel the world to obtain a visa.

There are several Thai Consulates in Australia and there is a Thai Embassy in Canberra, at all of these offices he can apply for a Non Immigrant O Visa based on being married with a Thai National. If you both are in Thailand, visit your local Immigration Office get the hand out with requirements for the 1 year Extension of Stay based on married with a Thai National.
