What is the name of the blue bird in Phuket that makes a loud noise like a parrot?

here in phuket I see a blue bird which makes an incredible loud noise. similar to a parrot. at the end, he often makes something like "hi hi hi". who knows the name of the bird? it looks similar to a kingfisher. (I am not talking about a koel).
