In my experience most Lao passport holders just enter Thailand visa-free under the bi-lateral agreement. Although it only gives them 30 days, they can still do unlimited border runs. Paying for a tourist visa is not usually considered worth it, as it only gives an extra 30 days.

It is officially unlimited, but doing Visa Exempt Entries for long time could raise the question at Immigration How do you support yourself by living in Thailand. Immigration is always allowed to ask for proof of funds in cash, proof of accommodation and proof of onward travel. People doing regular back to back Visa Exempt Entries or Tourist Visa having more chance to get questioned.

Last time my friend went to Cambodia they said he needs to go home because he has been in Thailand so long (years) and doing this Visa run every month. I also had this idea that it would be unlimited.

At the two thai consulates in lao (vientiane and savannakhet) a single entry tourist visa is 1000 baht.

Remember the tourist visa is VALID for 3 months <- meaning you have that long to ENTER thailand and get stamped in for 60 days.
