I didn’t get my tourist visa until I got in to Thailand so I have to leave Koh phagnan to activate my visa. I wonder that border is the best one to do this? . I’ve heard pedang basar can be tricky these days. Would like to enter and leave the same day.

Do not listen to Embassies about Immigration matters and vice versa. They are know to give wrong or conflicting information as they are parts of two different government agencies.

In Case you want to avoid doing a 1900.- THB 30-days extension, you may do the border run to activate your 60-days Tourist visa, however then you need to wait until the very last days before your 30 days stay permit expires, in order to get a close to 90 days total stay permit without having to apply for an extension on Immigration.
Means: If your total stay does not exceed 90 days, you might do as well so without a 30-days extension for 1900.- THB
However I would say, if your plan is to stay 90 days plus a few days longer, then go the first route: get the 30 days extension on Immigration for the 1900.- THB, and before the total of the 60 days are over, do the “border run” and activate the Tourist Visa
KEEP IN MIND: your 60 days tourist visa has a validity for use for an entry, of three months starting from the date of issue (stated as in "visa must be used by" and the date). So you are good to stay for 59 days before you exit Thailand and still have around 30 days left to activate the 60 days Tourist Visa
The border run options are via Ranong/Kawthoung to Myanmar, or to Perlis/Satun at the Malaysian border. A border run will cost you somewhat around 4000.- to 5000.- THB, from Ko Samui or Ko Phangan, not including the ferry from the mainland to the islands.
Alternatively you could fly from USM Ko Samui to Singapore and complete a border bounce on Changi airport, or even stay in Singapore for a few days before flying back to Samui.
The costs for this border run by air, would be around the same you will have to pay for the minivan tours to the land borders

If you have a tourist E Visa you will have no problem at any border coming back into Thailand the tricky part is people doing a border bounce coming back exempt with no visa

ah 👍. Well in that case, your tourist visa is still useful. You need a border bounce to activate it, but you save the 1900 that you'd otherwise need for an extension.
If you go for speedy solutions you may be slightly worse off financially, if you take your time getting there you may spend a bit less. Your loss is then in the extra hassle.

she entered visa exempt, got stamped in for 30 days, and now found the 60-days Tourist Visa she had applied for, in her mailbox. So she needs to do a border run in order to activate it
if you are a citizen of one of the 54 countries who receive the visa-exempt 30 days stamp on entry, you needn't worry doing a border run at a later date, using a visa which arrived in your mailbox after you already entered Thailand. It is no problem, because at the border run and the new entry, the Immigration officer will see on his computer that you have been issued a visa and that it is still valid. So he will stamp you in according to this visa, and he will insist that you activate it . . . . . you cannot just ask him for another 30-days visa exempt stamp, with a valid visa in your backhand. He will ask you to show the printout of the visa, make sure you got it on you
If you already have an approved tourist visa then you should be fine..might as well see Penang island for a night or two though if you go down there (I love the street art / galleries). People who say things are tricky are most likely talking about using too many visa exemptions. That would be my guess.
It's not really a rule... it's more like "up to the discretion of the immigration officer". It might depend on your entry history what he decide. Since you have a valid visa you should be fine with same day out/in, but... there's no guarantee for that.
