first off you need to decide if you're wanting to do a "visa-run" where you go to a thai consulate in another country to BUY a tourist visa
OR
If you just want to border-bounce where you go to the border to get a 30 day visa exempt entry stamp.

There is no border where you can apply for a Tourist Visa. You have to go abroad, visit a Thai Consulate or Embassy, apply day 1 and pick up the next working day.
