What office do I go to if I need to replace my passport?

Is this the same office that can move my visa stamp to the new passport, once I receive it?

TLDR : Answer Summary
To replace your lost or stolen passport, you must visit your country's embassy in Thailand, as passports are issued by individual countries. Once you receive your new passport, you will then need to go to Thai Immigration to transfer the visa stamp from your old passport to the new one.

Replace your passport? Like it was lost or stolen? Passports are issued by your country. You go to your embassy in Thailand.

Thai Immigration has nothing to do with replacing your passport.
