The message informs that a visa extension is possible in Koh Samui only if the applicant has less than 30 days remaining on their current visa. Additional comments add insights about the specific 60-day COVID-19 extension, emphasizing its unique application process and implications.

60-day covid extension will count from the day of applying for it / not added to the end date of your original stamp. So it is handled unlike regular extensions. Thus, making use of this extension too early would not make much sense anyways.

Just got back from Chiang Mai Immigration: Now they do the stupid "under consideration" again. Will have to return in 15 days to then get yet another stamp good for another 45 days.
It is definitely not the situation in Koh Samui this week, the 60 day extension from 29 Jan to 30 Mar is awarded regardless of the date you apply. And no 'under consideration' stamp either
This is Thailand. Unfortunately nothing is ever sure. And things are unfortunately almost never handled uniquely. I am sure about this approach in Chiang Mai immigration office. I also see why it makes sense to do it this way. But there may very well other immigration offices handling things differently. In Thailand you ask three people and get three answers.
