TLDR : Answer Summary
The Thai consulate in Los Angeles does require federal authentication for a US marriage certificate when applying for a Non-O spouse visa. The authentication process can be lengthy, with federal processing times taking around 10-13 weeks or more. Some applicants have reported waiting for weeks and having to manage travel plans accordingly.

It is my understanding that some of the agencies will want to keep the official document so it's a just in case

Yes the Thai embassy in Los Angeles requires county, state and federal authentication of your marriage certificate from California. The feds are taking 10-13 or more weeks to authenticate. I’m still waiting from the feds since

. Had to rebook my flight. Hopefully it’ll arrive so I can get the Thai embassy in LA to authenticate before I leave.

Not sure. I’m doing it for registration of my marriage in Thailand to get the kor ror 22. I assume it’s part of the application process or at least the extension.

It is not always certain, it depends on how many people have applied at that time because it has to be followed in queue.
