It depends are you trying to get an SETV or other visa...or just a 30 day exemption stamp when returning...China is nice great shopping opportunities and great for historical sites...HK is China but a true free trade zone for the next couple of years...you can always take the ferry from HK to mainland China
I don't think Taiwan, Korea or Japan are good options if you actually want a visa, I think they are all quite restrictive and limit to residents like China. I have got one in Hong Kong before no hassle.
the only place in china that I have heard successful reports of people pulling visas for thailand are Hong Kong (and I don't even know if that's china or not :/ )
