The changes were from the same source as the original announcement, not in the Royal Gazette yet so nothing is official

Doesn't matter now anyway "IMPORTANT UPDATE: Mr. Anutin Charnvirakul, Deputy Prime Minister and Minister of Public Health has canceled the criteria for vaccination certificates before entering the country on all flights. Effective immediately."

when they announce new rules the day before then make an emergency change it’s a bit of a mess, if you’re not vaccinated you can test on arrival.

AFAIK the only way you are denied boarding currently would be if your country of departure requires a Covid test to enter that means you need Covid insurance to fly to Thailand…..but that’ll probably change again tomorrow

as someone who’s had to deal with misinformed airline staff it’s not fun and you better be as polite as you can and have the documentation on hand.

Can’t assume anything when it’s a mess like this and at the end of the day it’s your own ass that gets fried so better off doing some extra due diligence.
