It appears it's only for purposes of transferring money OUT of Thailand. It wouldn't help those needing to transfer money from their country of origin living in Thailand. (For example transferring pension money or social security, etc. )

As i said it depends on YOUR bank. Ask YOUR bank.
Eg my Aus Bank charges flat rate of $10 maximum to recieve international funds transfer.

Sure but most banks charge for incoming overseas payments. Thai banks do, too.

Ok thanks. I want to open a KBank account but have been using SCB for the last 21 years. That’s why I asked. I did have an account with KBank before that but when it was Thai Farmers Bank.

Yeah all that stuff is standard fare but before a person went to the trouble of opening an account and downloading an app, they would need some basic info about the promotion on offer which can usually be found on a website affiliated with the bank. It appears not in this case.
