Here are the most recent requirements for Phuket for changing to a Non O - retirement from Touris visa or Visa Exempt. (April 25, 2023)

 One item not on official handout is that you will need to have a video call with the immigration officer after initial application. 

 During this call they will ask you to show yourself next to the address numbers and various interior shots of your abode. Not sure if this is an all around requirement or if I was just special...

For example,

If your local office brushes up the requirements at the end of April, but you already got a copy of the handout from early April from some friend and are lazy enough not to check with your local office.

You cannot blame anyone else other than you if you failed to apply for your visa/extension in May using the list from your friend.
