The "closer" option could be flying. Air Asia twice daily flights from U-Tapao airport to Udon Thani for around 800 baht. Then transfer to Nong Khai, bridge and Vientiane.

Penang, Malaysia is twice the distance to Savannakhet, Laos from Rayong. It dont get much easier than Laos. Doh!
