I’ve got an Italian passport and my NON-B Visa will expire on the 31st and I since I will no longer work with my current employer. What’s the best option to renter Thailand considering that on-arrival visas aren’t an option at the moment?
An Italian friend this morning has been to Chiang Mai Immigration they said that he can’t enter the country anymore. Can we still go elsewhere in Asia and apply for a tourist Visa?
As for now, Italy is paralysed and even I would go back there, it would be impossible to go to the nearest Thai Embassy to get a tourist visa.

TLDR : Answer Summary
The best option to re-enter Thailand, considering an expired NON-B visa and the suspension of on-arrival visas, is to apply for a tourist visa, ideally in a nearby country like Laos. If currently in Thailand, be mindful of deadlines regarding visa extensions based on employment. If unable to enter Thailand again without a visa, consider traveling to another Southeast Asian country to apply for a SETV (Single Entry Tourist Visa) to return.
He can not enter the country anymore. Well that sounds great, but as usual asking the wrong office for information. And hopefully forget to write down the complete answer or it got lost in translations. I guess:

The best option would be to apply for a tourist visa. You can apply for it in Laos, and would take 1 business day.
Remember though, IF you're on an extension of stay based on employment, you have until 11:59PM the day it is canceled to leave Thailand, OR to apply for an extension of stay denied for 1,900 THB, giving you 7 days to leave Thailand.
