You need to apply online and ideally from the country where you’ve been residing (outside Thailand) and the embassy/consulate might request a face to face interview… from what I hear not all applications require that but many do… and my husband did and mine didn’t.
It’s not a complicated process, all online and you can do it yourself. Once paid it’s not refundable.

I’m not being negative in the slightest when I say it really is easy to do, and don’t waste your money. I would not be surprised you ended up doing 90% of the world regardless and the sites tell you what you need to have.
If you don’t give what they want first time, they will ask.
Main piece of advice from me is, I was asked for more information and gave it, then they clearly wanted to fail me by asking for even more and more difficult to get, so I simply emailed them with their own requirements and told them I will give exactly the same as what I gave you last time and if you don’t approve it, give me my money back as i fulfilled the obligations. They accepted me.
