I filled out the application form in the UK, travelled to Europe where I recieved this update. How would you interpret this? Are they saying I can’t travel from where I am (not uk) to Bangkok directly or that I have no choice but to stay where I am and apply at the embassy nearest to me all over again/ go back to the uk and apply from there?
Ideally I don’t want to cancel the application I’ve done but I’m not sure if this is a possibility. I’m very worried about this and would appreciate any help!

Everyone, I don't think they are offering a refund at all. Thai embassies/consulates do not offer refunds! I think I am reading the same part as everyone else. It says you need an e-ticket to Thailand around 4-5 weeks from date of application and the e-tciket is allowed to be refundable.
You're lucky in that they appear to be offering to refund your application fee for the UK. You have 2 choices.
Either return to the UK, and then provide the letter stating you will remain there until the process completes along with the other information OR get a refund from the UK and make a new application using the consulate that serves your current location and remain there until the process completes
If you want to continue with your current application, you need to immediately return to the UK, as you were not supposed to leave. You need to send a letter confirming that you are in the UK and won’t leave and an updated flight from the UK to Thailand. otherwise, you can have them cancel your application and you can re-apply in the country where you are now, starting all over.
They specify in the application that you are supposed to apply from the country you are in and remain there until the application has been processed and completed to approval or rejection.
Seeing that you have now left the UK your options are to either return back to the UK, provide the requested documents and a flight from the UK to Thailand. Alternatively, you can cancel the current application and start a brand new one from the country you are currently in, but will need to remain there until the application is complete and processed through to acceptance or rejection.
