I'm planning on leaving Canada and visit family in EU for 2-3 months (I have citizenship there but not residency). After that I'd like to move to Thailand on a DTV. 

I think it makes sense for me to apply from Canada before leaving but what's the risk of applying right before going to EU? I don't plan on returning to Canada before going to Thailand and from what I understand I'm supposed to be in the country from which I am applying from?

If you have citizenship of an European country then you should be able to apply from that country. I'd ask for a stamp from immigration when entering and hold onto your boarding card for your flight

If you apply in Canada then u MUST stay in Canada till your application gets approved. It doesn't matter then what countries you'll be visiting after u got the visa, technically u got 5 yrs to get yo Thailand. U can also apply in Europe but it depends on the embassy, some will require to be a resident in the country u'll be applying at
