Should my friend apply for a Non-O visa in Brisbane or enter Thailand on a 30-day stamp?

I volunteered to help my 76 year old Australian friend . She’s been on an extension of stay for the past 4 years off a non OA visa . She is traveling back to OZ next week . While there her extension runs out . She wants to apply for a Non -O in Brisbane while she’s back . She has very good health insurance and at her age doesn’t want to purchase insurance in Thailand for an O-A . I looked on the Thai Australian website . The wording is different than that of the USA . It says you can apply for a non O immigrant visa for visiting Thai family . She just rents here in Thailand , drivers license , owns a car etc . Question should she come over on a 30 day stamp and then apply in country for the O or try for the Non-O in Brisbane ? Any Australians or admins know of any changes ? She also has the funds in a a Thai bank already . Many thanks . She also wants to know if she needs an airline ticket out of the country in 30 on a stamp or 90 days if she gets the Non -O

Where does she live in thailand, that makes a difference because not every immigration office issues in country 90 day Non-Immgirant visas (some can't do it)..

have her contact the consulate there and see if they issue that 90 day single entry non-O based on being over 50. They're good about answering emails
