TLDR : Answer Summary
You can obtain a re-entry permit either at Suvarnabhumi Airport or at an immigration office in Bangkok. If you decide to go to the airport, the re-entry counter is located in International Departure #2, after security but before passport control. It generally requires just your passport, and costs 1200 baht there (including a 200 baht service fee), while it is only 1000 baht at the immigration office. If you are leaving from Suvarnabhumi directly, getting it at the airport is convenient. However, if you're transiting through Bangkok from another airport, it might be better to obtain it in advance at the immigration office.

never seen one issued, BUT that doesn't mean it's not possible. GO ask your immigration office and see what they say, OR when you travel buy a new tourist visa before you come back

For those of us who are a little bit ignorant, can you explain the re-entry?

This is to allow return to Thailand without actually getting on an airplane?

No this is to prevent your long term visa from getting cancelled when you leave Thailand.

The re-entry counter at Suvarnabhumi is in International Departure #2 AFTER the security check-point but BEFORE passport control. Tell them when you go thru security that you need a re-entry permit. They'll get someone to man the desk if no one is there.

At the immigration office a single re-entry costs 1000baht at Suvarnabhumi it's 1200baht and you just hand them your passport, no form., no copies, no photo. (that's what the 200baht surcharge is for) BUT you're only going to get a receipt for 1000 baht πŸ˜‰

LOOK for and follow the signs

there is NO covid visa πŸ™ if you have an extension of stay here based on inability to travel because of covid WHY are you wanting to leave the country?

I have never ever heard of a person getting a re-entry permit on a 60 day covid extension.

But please arrive as early as possible. Not sure about current times, but before pandemic I spent once 45 min in the queue for re-entry stamp. This is unpredictable, and mostly depends on how many people may be in the queue.

If you are leaving from Suvarnabhumi Airport directly, it's up to you. But if you are leaving from another airport with transit/transfer at Bangkok airport, better to get a re-entry permit at the immigration office in advance.
