Answer summary
To renew a 2-year temporary driver's license to a 5-year license in Bangkok, watching the e-learning instructional video is mandatory. After completing the online class, you must print the QR code as proof to present at the DLT office. This requirement is consistent across provinces, though there may be slight variations in procedures. Several commenters confirmed that the video includes English subtitles, though it is primarily in Thai.

In Rayong you have to do it upfront and take the QR code with you to prove you have done at the DLT

E-learning is mandatory in every province
Do the online class,
4x15 minutes, and after the class, print the QR code and a book time at your nearest DLT
The QR code is valid for 6 months

That will depend upon the province and also if you don't do it online whether you need to do it in person at the DLT
