TLDR : Answer Summary
The inquiry discusses the feasibility of applying for a Thai tourist visa in Vientiane after having stayed in Thailand for an extended period with COVID-related visa extensions. The comments highlight the importance of understanding immigration rules upon arrival in Thailand and suggest clarifying the duration of the visitor's stay in Thailand on visa-exempt entries.
So you've been living in Thailand for two years as a tourist? All you can do is try, but many embassies and consulates are taking a dim view of this, and even if you get the visa you could still be denied entry by immigration. Have you considered getting a proper visa which fits your reason for being in Thailand?

It's not the embassy you need to be concerned about, it's immigration when you arrive in the country. How long have you been living in Thailand on tourism-based entries?
