TLDR : Answer Summary
There's no requirement for tourists using the ThaiPass to stay a minimum of 15 days in Thailand. The ThaiPass serves solely as pre-entry clearance for entering the country and does not influence the duration of stay once in Thailand.

The Thai pass is nothing more than a pre entry clearance. It serves no purpose after you've entered and has no bearing on the length of time you may stay in the country

Why would they have a requirement to stay a certain amount of time?

This is not and has never been a requirement.

The ONLY thing Thailand Pass is involved with is your entry into the country, nothing else.
