TLDR : Answer Summary
Yes, Don Mueang Airport has a counter for re-entry permits located right behind the immigration counters. It's open 24/7 and accessible after security screening. You will need to inform the immigration officer that you require a re-entry permit, provide a photo, and pay the applicable fees (1000 THB for single entry, 3800 THB for multiple entries).
