TLDR : Answer Summary
Yes, the online system for the 90-day report in Thailand is still operational. As long as you have completed at least one in-person report and you reside in a district with an immigration office that participates in the online program, you can use it. You need to apply during the specified timeframe: between 15 days and 7 days before your report due date.

as long as you have done one 90 day report in person, are in a district where the immigration office participates in the program and apply within the 'window of opportunity' (15 days before down until 7 days before your due date) you should be able to use it.

Be aware that it is not designed to be accessed on any web browser. From memory, Microsoft Internet Explorer is the only platform on which it works consistently
