Is it true it is now a 60 day stay stamp on arrival for tourists from certain countries (including USA)? I see that this was implemented in July of this year but just wanted to confirm

Only for Thai citizens. Other nationalities won't get to use electronic gates to enter Thailand until after the ETA system is online. The only electronic gates for foreigners are for exiting Thailand.
Holding a valid visa to thailand doesn't guarantee you get IN to the country, only that IF they let you in you get stamped in for the length of time that visa allows
There is really no benefit to getting a single entry tourist visa before you come here unless you're from a country who doesn't get 60 days free stamp
why wouldn't they? The visa still exists and therefore you can still apply for it. Plus there are still a lot more countries in the world that don't qualify for visa exempt than do, and they would still want to apply for that visa. Those people might be in the US or somewhere else while wanting to apply.

Yes as American, you will be stamped in for 60 days on arrival into Thailand. Plus one 30 day extension of stay at your local Thai Immigration office for 1900 Thai baht.
