TLDR : Answer Summary
The consensus is that while it is possible to leave Thailand during the Non-O visa application review period, it is crucial to secure a valid re-entry permit and to ensure you return before the indicated review appointment date. Some users recommend confirming with the local immigration office, as procedures may vary. They emphasize the importance of communicating your travel plans to avoid missing any required interviews or home visits that could occur during the review period.

I have been informed a number of times not to leave Thailand during the 'Under consideration' period of a visa / extension. But that was Pattaya, so maybe other offices won't mind. As mentioned, check with your local office.

I've done this almost every year. Just need valid re-entry permit and be back by the date indicated.
Bangkok they never visited us at home but good advice above to let them know your travel plans.

You need to talk with your local office about your travel itinerary before your travel. They might arrange home visits, witness interviews, or other activities during the u/c period. You surely don't want to miss it if they do.

Yes you can purchase a re-entry permit to travel during the "under consideration" period, just be aware that the re-entry permit will only be valid for the "under consideration" period and that you need to attend immigration on the date stated in your passport.
