Does anyone here have experience with SMART visa or know if it is possible to open a tech company and work in it without a work permit on a different visa?

You can't have two different visas and work is work.
I think you are reading what he said wrong. He's asking if there is any other visa like the SMART visa that doesn't require a work permit.
Maybe relevant, you do need a work permit but I believe with certain BOI companies you can avoid the having to hire 4 Thais per foreign work permit rule, if that is the concern.
