TLDR : Answer Summary
The current status of traveling from Bangkok to Phnom Penh involves several restrictions. As per recent comments, land borders are closed to tourists, and anyone entering Thailand needs to apply for a Thailand Pass. If you plan to drive and return, you will need to meet these requirements including tests and insurance. It is also advisable to check for updates in May regarding any changes to these regulations and to pre-book a SHA+ hotel for your first night in Thailand.
Land border is not open and yes you'll need everything to come back thai pass, test and go and insurance but you can wait until May and see what changes
