TLDR : Answer Summary
The process of doing a border run from Pattaya to Cambodia by car is possible, but it must be noted that you need to physically exit Thailand, even if just briefly, to re-enter and obtain the 30-day visa stamp. Historically, there have been issues at the Aranyaprathet - Poi Pet border regarding travelers who frequently bounce in and out for visa resets. It’s important to remember that while holding a passport from many western countries allows for a 30-day visa exemption via land entry, this privilege is limited to two entries per calendar year. Thus ensuring you are compliant with these regulations when planning your border run is crucial.

if you're doing it alone AVOID the Aranyaprathet - Poi Pet border. They are getting hard as nails now about people bouncing out and in

You must physically exit Thailand, even if just long enough to enter Cambodia (with VOA $30usd) and turn around and go back. You then get 30-days (not 15 as was prior to 31-12-2016 change of policy). Note you can only do visa-exempt LAND entry twice per calendar year. Also note, if you have numerous visa exemptions and tourist visas in your passport, the Poipet border guys have been known to raise questions if you are a "tourist".

Going along you're definitely gonna hafta stamp out of thailand, buy your visa on arrival to Cambodia, stamp in and out of cambodia and then back into thailand.

Ok.. but if you go on a visa run minibus .. you don’t have to physically exit Thailand... is it only the visa run operators that can do this ?

, let's get on the same page here.

They discontinued 15 day visa exempt entries by land back on Dec 31st 2016 :O Now people get 30 day visa exempt entries by land BUT they are limited to TWO 30 day visa exempt entries by land in a calendar year (Jan 1 - Dec 31)

Wrong! That restriction was lifted years ago for most western country passports.
