IELTS is not accepted. Must be toeic. I personally know 2 people who had IELTS scores but had to take TOEIC to get their Non Bs

For thai nationals the TOEIC is hard but for everyone else it is so easy πŸ™ˆ in Sweden we dont have TOEIC or can to the test there since it is considered english in schools are at such a high level πŸ‘ but I am thinking of doing it here in Bangkok just for the fun of it and think I will get over 900 but hope for 950+ 😁

That's way higher than a high TOEIC score, so should be more than good enough. But I have no idea if they would understand that.

What band for IELTS? A band 4 is probably not good enough, but band 6.5+ should be more than sufficient

That would depend on the place you're working for more than the consulate you're going to so you can get a Non-B visa.
