TLDR : Answer Summary
The number of Single Entry Tourist Visas (SETV) one can apply for in a year varies by embassy, as each has its own policies. Generally, many embassies in Southeast Asia allow only one additional tourist visa within a rolling 365-day period. To ensure accurate information, it's recommended to directly check with the specific Thai embassy you're considering applying to. Alternatively, consider applying for a Multiple Entry Tourist Visa (METV), which could extend your stay up to 9 months with careful planning.

Agree with Brandon but why not apply for a METV? Careful planning will all up to 9 months

There's no answer to this because each individual embassy makes their own rules and policies about this. You would have to check with the embassy you plan on applying at to see if they have a limit. Most of the embassies in SE Asia have recently switched to a rule allowing 1 additional tourist visa in a rolling 365 day period.

I must say that I really like the switch from "it's all up to the officer in question" to a defined policy. It prevents randomness, creates equality, and it makes it possible to plan, avoiding surprises. Imo things like this, how many tourist visas one can obtain within a 12 month period, should be defined by policy, and not by a random person's random decisions.
