You can most likely get a free visa exemption for 60 days on arrival, unless you come from a country that is not on the list of over 90 countries that are approved by Thailand for the exemption. Just google "Thai visa exemption" and hopefully find your country on the list. ๐Ÿ™

Are you sure about what you're asking?

A visa on arrival is sold to people from 31 countries for 2000baht at the airport when they arrive. They get stamped in for 15 days

BUT

Are you really asking about a "free stamp" visa exempt entry? Where people from 90+ countries can just show up here and get stamped in free for 60 days?

he is entitled to a free visa for 60 days without further documentation beside passport?

Which before it expires can be extended another 30 days?

Yes, correct. He will not receive an actual visa, it will be an entry stamped into his passport and valid for 60 days. Can be extended for a further 30 days
