Is it normal for a Thai DTV visa application to take three weeks with no progress?

I applied for Dtv (business) through the e-visa service in Sweden, application submitted 19 October, it's still pending document check. So almost 3 weeks with no progress. Anyone knows if this is normal?

Were you asked to submit any documents? If you did that resets the approval time back to zero. Some embassies do take 15-20 business days to approve
