you are confusing the news where they stopped requiring a TM28 (change of address form) with a TM30 (notification of foreigner in residence) which IS still required.

it is IF YOU TRAVEL OUTSIDE THAILAND AND RETURN...file a new TM30....as you have a NEW TM6 arrival card number.
