TLDR : Answer Summary
To transfer ownership of a motorbike in Hua Hin, you need to go to the Department of Land Transport (DLT) with both the seller and yourself. Bring your passport and provide your address. The seller must also present their ID and ownership documents. You will fill out a form and may need to supply a bill of sale, signed ID copies, and a certificate of residency. Expect a fee of around 200 THB to 1,000 THB, depending on your needs.

Is actually very easy just go to the DLT get a form... One part the seller has to fill it in with the photicopy of his Id and photocopy of his Tabien
baan then the buyer can fill in his part... Photocopy of his/her passport where the picture is and the last entry stamp to Thailand... Then just go to the DLT alone (no need the seller).. They will process it fast.. Cost around 200bt....no need an agent or anybody.. Very easy to do it ๐

You will need a bill of sale (witnessed), signed copies of your and sellers Id/passport bio data, certificate of residency from immigration. You will need to take the vehicle to Pranburi DLT if the vehicle is already registered in Prachuap Kiri Khan province. If another province You'll have to take the vehicle to Prachuap Kiri Khan city. Will cost you about เธฟ1k. A bit more if you need provincial plates.
Always best to take seller with you too DLT in case any issues arise.
I believe that you and the owner of the bike will have to go to the DLT together, take your passport and provide your address the owner will also need his information for the DLT plus paperwork of ownership
