How do I apply for a CR1 spousal visa while living in Thailand?

Hello Everyone! First time posting in the group. Does anybody happen to have any experience or knowledge with the spousal visa CR1 in a foreign country? I’m American and my wife is Filipina We live in Thailand, as I have my retirement visa and she’s a dependent under my retirement visa and Thailand is our home. I tried googling and getting a hold of both embassies in Thailand, and in Philippines, and not getting any definite, clear answers. Does anybody have any knowledge or personal experience in a situation like this? to me, it makes sense to process the visa in Bangkok at the US Embassy since that is our residence but yet she is a Filipina, so not sure if it needs to be done in the Philippines, which that would make no sense to keep going back-and-forth

I am trying to work on one for my wife. You can do the initial phases online until all your documents and evidence are approved and then they would send the case to Bangkok.

Pretty sure you would get better advice in another group that is specifically for US Visas. But I would say if you live in Thailand then you should be able to apply online through USCIS website and when interview time comes use the American Embassy in Bangkok or Chang Mai.
