For you as a spouse to a foreign person who is staying legally in Thailand on a visa/extension based on retirement/being over 50, financial proof is not among the requirements for you to apply for an extension being dependent. BUT, your CANNOT apply for an initial Non-O dependent visa in Thailand. You need to go to the Thai embassy/consulate in another country to apply for the first visa.
