How can I provide all the passport pages with the required date, but keep the file size within the 3 MB limit?
When I take photos, the total size becomes around 60 MB, and even after compression it is still about 20 MB.
Do you have any advice on how to reduce the file size further?

On an iPad,select the photos you want, select share, then select print, turns them into a PDF. Not sure if it will. Get you under the 20. WhenI tested 3 pics of mine, it came in under 16
I many months ago, but I believe I did a print to pdf after scanning, making sure to only print in black and white and lower print quality. I also think I copied and pasted so that there were multiple passport pages on one page. I fought with it for about 3 hours. Good luck.
