TLDR : Answer Summary
To obtain a Covid-19 recovery certificate in Thailand after self-isolation without hospitalization, you generally need to be registered within the health system. If you previously tested positive, it's required to inform health authorities and you may qualify for home quarantine with monitoring by health professionals. After completing 10 days of isolation and being symptom-free while testing negative with an ATK test, you can request a recovery certificate from health authorities or certified practitioners. Some have found that contacting professionals like Dr. Donna or using online services can facilitate this process.

I had the same issue in Sri Lanka. The govt here doesn’t even issue certificates of recovery in any case. I was able to get one online easily enough. There are services in the USA and uk that do it remotely. A positive test might be required
It's true, I'm currently self isolating myself so this is recent info: you need the pcr test, after which you will be given a phone number to call and those people will figure out the nearest hospital responsible for you incase your symptoms worsen etc. At this point you are given an ID number and are officially in the system. Only this way can you get official recovery certificate...

If you have tested positive you are required to inform the authorities. If you have mild symptoms you may qualify for home quarantine, which also must be registered with the health authorities. During this time you would have contact with health professionals who monitor your symptoms and ensure you complete the required 10 days of quarantine. If after this time you are symptom free and test negative using an ATK at home, you can get a certificate stating you’ve completed home quarantine from the health authorities. You can also apply for a certificate of recovery from health practitioners, such as Dr Donna, if all of your paperwork is in order.
It's a common issue that a lot of people are dealing with in Thailand. Specially since a person can buy a testing kit from 711, and confirm an infection on their own. Effectively avoiding overpriced tests, and outpatient visits at hospitals. Also, avoiding exposing anyone to an infection of Covid during the commute to the hospital itself. The problem is the fact that the certificate of recovery carries importance, and Im just wondering how a person would go about getting one if they just simply stayed home. I guess proving the infection is where issue is, but if a person can prove a legit infection—what are the options?
lets put it this way. You need to be tested to prove that you were previously infected. The doctor needs to be convinced that you are no longer infectious and 14 days seems to be the commonly accepted timeframe before one may be medically cleared. Herein lies the issue - where does that 14 day period begin. On the word of someone who took a "home test" without any way to back it up. That is why the PCR test at hospital or other facility is needed - doctor can confirm when the 14 day period started.
