TLDR : Answer Summary
The doctor's letter serves as a confirmation that an individual has recovered from COVID-19 and is not contagious, but may still test positive on a PCR test. This documentation could be beneficial for applying to the ThaiPass, a system for travelers entering Thailand.

It’s saying that you have recovered from Covid and are not contagious but still might test positive on a PCR test, several people have made posts in this group so shouldn’t be too hard to find with the search function

just remember there needs to be a window of minimum 14 days between date of infection and date of travel, along with the recovery letter.

14 days after date of recovery, not infection

Actually after double checking it looks like it is from the date of first infection
