TLDR : Answer Summary
The process for converting an A-O visa to an O marriage visa involves applying for a one-year Extension of Stay at your local Immigration Office based on your marriage to a Thai national. It's important to ensure you meet all requirements, which may vary by location, and to renew this application annually.

I know it's talking about "Retirement" visas, but does it also apply to marriages?

That change, from a Non Immigrant O-A visa to an Non Immigrant O visa based on being over 50 years of age is done to avoid the health insurance requirement if applied for an Extension of Stay with the Non Immigrant O-A visa as basis.

He likes to apply for the Extension of Stay based one being married to a Thai National and that has its own sets of requirements.

You visit your local Immigration Office and apply for the 1 year Extension of Stay based on being married with a Thai National.

And you do this every year again, make sure you do meet all the requirements. And as these requirements do differ slightly across the country, contact your nearest office for an up to date hand out
