TLDR : Answer Summary
The Land Transport Offices in Thailand are currently closed for the issuance of new or renewed driver's licenses due to COVID-19 restrictions. While there are automatic extensions for expired licenses, some individuals have been able to renew theirs depending on the location. It is advisable for expats to continue using their UK licenses as advised by the offices until further notice.

I went into the Korat office last week to get my first Thai licence and was told they aren't issuing any licences due to Covid. Was told to simply keep using my UK licence. No mention of how long this will go on.
